A major objective of government policy over the last decade has been to extend home ownership and the Right to Buy has been the most significant policy initiative. To assess the effectiveness of this policy a survey was carried out in 1985-86 and then the same people were once again surveyed in 1989. This report presents the results of the 1989 follow-up survey. It answers such questions as: which factors encourage or discourage take-up of the Right to Buy scheme; what are tenants' attitudes towards the scheme; what have been the experiences of people who had bought their homes under the Right to Buy scheme?
