This is an examination of what the British Constitution stands for today, written by the head of Mrs Thatcher's policy unit from 1982-1984. The author argues that the Constitution is slowly recovering: Parliament is more willing to investigate and criticize, judges will rebuke ministers, official secrecy is being gradually broken down. The author outlines an interlocking set of devices for restoring the old spirit of the British Constitution to both Houses of Parliament, government and the legal system.
