In 1972 the United Nations initiated a world programme for the monitoring and protection of the Earth's environment. In this book, Branislav Gosovic examines the origins and effectiveness of the United Nations organization, GEMS (Global Environmental Monitoring System) set up in response to this acceptance of the world's "global interdependence" through environmental issues. The responsibilities of GEMS to provide information on diverse aspects of the environment present serious organizational challenges in themselves. GEMS also faces the difficulty of trying to work across traditional political and economic boundaries when international tensions and the different interests of industrialized and developed countries have made governments hostile to such co-operation. This book examines the performance of GEMS both as an international and an environmental organization. It provides the background to the United Nations' current policies and should be useful for all those interested in environmental issues and international organization. This book should be of interest to undergraduates, postgraduates and academics in the fields of environmental studies, international relations and international political economy.
