When the justices of the Supreme Court ruled the legislative veto unconstitutional in the 1983 case of "Immigration and Naturalization Service versus Chadha", they removed a device that had allowed Congress to delegate policymaking authority to the executive while retaining oversight over the ultimate use of that authority. In this book, the author contends that this decision transformed the policymaking process from one of grudging yet effective co-operation into one in which inter-branch conflict is likely if not inevitable.
