Infrastructure: The Challenge of 1992 is a major report by the Infrastructure Policy Group of the Institution of Civil Engineers. The reports represents the views of professioanl engineers covering a broad range of problems, and is supplemented by submissions from the local associations of The Institution of Civil Engineers representing the views of engineers working in the field. Analysis of public expenditure shows that over the last 20 years the UK has consistently spent less on its infrastructure than its European neighbours. Comparisons in the report illustrate the disparity in investment levels an in planning and implementation systems. As a general rule the investment on the Continent is greater, planning is conducted in a more integrated and far-sighted manner and implementation is swifter and simpler. The Single Market will lead to acceleration in the integration of European transport networks, with high-speed movement of merchandise and passengers, unfettered by border, cabotage, tax or labour restrictions. However, the provision of infrastructure to adequate standards has been hindered in the UK, which has an inflexible system of financial controls, a lack of long term coordinated planning and an administrative process that often causes delays to implementation.
