In many housing organizations housing management has been practised in a paternal and complacent fashion. There have been pockets of innovation and an awareness of the desires and needs of tenants, but it is the present government's legislation which is speeding the forces of change. Housing professionals in local authorities and housing associations are becoming increasingly aware of the necessity for changes in approach and the need to manage such change. Managements who do not respond will pay the price in loss of tenant loyalty, funding and staff demoralisation. One of the side effects of government policy has been to sharpen housing management response. The idea of tension between the political, organizational and personal levels is implicit in the book. "Housing for life" represents a credo which regards the needs of the person seeking help as paramount. Housing is needed for life, but at different times of life, the need will be different. Trying to meet each household's need is a challenge demanding ingenuity, flexibility and imagination. The book is divided into two parts. The first part relates to overall management and the second part to particular themes.
