The publication of the Swann report, "Education for All", in 1985 was supposed to inaugurate a new era of equal opportunities for all. While there have been local improvements, the overall situation has changed little: achievement levels for children from different minority groups are still widening, the number of West Indian students getting degrees is proportionately low and we have yet to identify the ways in which schools can most effectively change attitudes and reduce racial prejudice. This volume begins with a paper from Lord Swann himself reflecting on the making of the report and the response of the government over time. Other specially written papers then examine the opportunities and the conflicts created by the Education Reform Act and other government policies over the past five years. From a variety of view points the contributors look at the effects of legislation within schools - at the teaching of subjects within the National Curriculum, at resourcing policies and at the management of change at local authority and at school level.
