This review of the use of foreign economic aid to promote US national security interests recommends a complete overhaul of the US aid program. It urges that the United States make its aid conditional upon its use to further human development, environmental protection, nuclear non-proliferation, drug traffic controls and other international conventions. Case studies of US aid policies and practices in South Korea, the Philippines, Pakistan, Mexico, Israel and El Salvador, support the author's theses and recommendations.
