The question of Palestinian autonomy has been debated since the Camp David Accords in 1978, and a largely unexamined record of ideas and proposals has accumulated over the years. Many questions are examined in this book, such as what precisely does the concept of autonomy and self-government encompass?; how did the idea originate?; what kind of rights and responsibilities does it imply?; what are the chances for its success?; is it a good idea? The book is based on interviews with participants in various negotiations and an examination of the records. The author served as a special assistant to Alexander Haig, as a consultant to George Schultz and as a member of James Baker's policy planning staff.
