This text is an analysis of the nature of power within Britain's two major parties. The primary function of the book is to examine in detail the way power was distributed and organized within both the Conservative and Labour parties up to 1963, taking into account the historical precedents established before the turn of the century. His ultimate conclusion is that despite the vast differences in origin, social composition and formal structure, both parties' acceptance of the rules and conventions inherent in the governmental system means that they are fundamentally similar in outlook, organization and structure.
