Local employment projects are now helping inner-city residents to get jobs, start small enterprises and obtain training in work and business skills. Targeting projects, i.e. directing them at particular localities, particular sectors of the local economy or particular social groups, is becoming increasingly important. This report examines nine different kinds of targeted project in four different urban areas, looking at the permanency of jobs arising from them and their effectiveness in terms of cost. It asks who benefited from the different kinds of assistance available, and whether the targeting was effective in this respect.
