Description
This report from the Office of Science and Technology urges the public sector to take greater account of the commercial value of its intellectual property and to secure more effective technology transfer. It highlights the needs for a properly constructed system of "supportive institutional infrastructure", adequate financial incentives, and a strong and active policy lead from top management in the institutions. It examines the situation in universities, polytechnics and research council institutions, as well as the public sector research establishments with higher profiles.
