Description
The growth of microcomputer applications in industrialized countries is predicated on the ready availability of affordable hardware and software, trained personnel, capable maintenance and a benign environment. In developing countries, however, often there is no such secure base. This volume addresses the policy initiatives required to create or improve these necessary support systems.
