Published to coincide with International Literacy Year, and written by a leading Scandinavian expert on language rights, this report is a critical appraisal of the linguistic rights of ethnic, linguistic and religious minorities worldwide. It also covers minority education and literacy. Most of the world's states are multilingual and yet this is often not reflected in their constitutions or government policies. As a result many minority groups - both indigenous and immigrants - are denied recognition for their languages. Yet linguistic diversity can enrich both minorities and majorities. Bi- and multilingualism should be seen as a positive advantage, rather than a negative factor.
