"The Criminal Justice Act 1991" is an important reforming measure aimed at increasing society's confidence in the criminal justice and penal system and its effectiveness in dealing with offenders. It lays down a statutory framework for sentencing, based on the seriousness of the offence, and provides a new system for the early release of prisoners. Of fundamental importance will be the introduction of unit fines. There are measures designed to reinforce parental responsibility and proposals aimed at ensuring that those who abuse children are not able to hide behind difficulties which child victims face in going to court. Provision is made for private sector involvement in the provision of services, through the putting out to tender of police and prison escort duties and security in magistrates' courts. The legislation received royal assent on 25 July 1991 and the provisions have come into force already, whereas others will be implemented early in 1992. This book explains and analyzes the important changes which are introduced by the Act.
These changes are likely to affect, to a greater or lesser extent, all those involved in the criminal justice system and the book is written with a wide readership in mind - not just legal practitioners but also probation offers, Justices' Clerks, local authorities and social services departments.
