As part of the Citizen's Charter, the Audit Commission is to look at services from the perspective of those who use and pay for them. Under the Local Government Act 1992, the Commission is required to determine a set of indicators for local authority services. Every authority in England and Wales will have to measure its performance against these indicators and publish details in a local newspaper. The Commission will then compare the different levels of performance achieved by different authorities, the first national report being due for publication in 1995. This paper summarizes the results of the consultation, the way in which the Commission has modified the proposals it published in September 1992 and how it intends to proceed next year. It is in two parts - messages from the consultation and commission response and next steps. The indicators are listed in two appendices: citizen's questions and indicators.
