Looking at the importance of local choice as the key to meeting local needs, this book deals with issues in city development during the next decade, drawing on the experiences of the 1980s to identify the most appropriate policies for the future. A range of possible approaches are set out which can help local authorities manage change in cities, and the book stresses the importance of local choice as the key to meeting local needs.
