The Children Act 1989 emphasizes the importance of effectively meeting a child's needs through a partnership between the parents, the child and the local authority responsible for his or her welfare. This guide provides a framework for local authorities to help them achieve this aim. It highlights the importance of family links and the participation of parents in the decision-making process where this is possible, with a veiw to achieving a safe and stable environment for the child to return to. It gives information on fostering, the promotion of contact between the child and his family and the placement of children in care with parents where this is considered in the child's best interests.
