The tenet of this text is that penal policy is currently subject to radical reappraisal by a government concerned to improve standards of performance and efficiency in the criminal justice system. It argues that for 80 years, probation officers have played an increasingly crucial part in the treatment of offenders, but there are question marks over their future role. In particular, this text suggests, their identity as social workers is being critically considered - both inside and outside the service. This text presents a research-based account of how probation officers themselves describe their role and functions and includes a critical review of the effectiveness of current training arrangements. The book concludes with an essay on the nature of probation practice today, written in the light of empirical enquiry and providing a base-line profile of social work in the penal system which should be of interest to anyone - including government officials - who want to change community-based correctional policy.
