Reform of the media and the curtailment of censorship were key elements in the changes introduced in the USSR after 1985. The purpose of this study is to examines the potential consequences for East-West relations of the increased freedom of the Soviet media. New opportunities for international media co-operation, including possible joint ventures, are examined. The author argues that, despite the uncertainties surrounding the future of the USSR, the dimunition of Soviet secrecy has significantly altered the ground rules of international relations and of the international policy-making process.
