The Maastrict Summit was a small but significant step in the march toward European Union. This report, based on a high-level conference of policy-makers and experts at Wilton Park, examines the cases for and against European Monetary Union (EMU) and European Political Union (EPU) and looks at financial and fiscal considerations which are relevant to the achievement of EMU and the implications for the Maastrict Treaty for potential new member states.
