This series of papers was presented at a conference held in 1992 to mark the twenty fifth anniversary of the creation of a first 'national' Ombudsman under the Parliamentary Commissioner Act 1967. The distinguished contributors present an intriguing picture of the Ombudsmen in a number of contexts. Gregory and Pearson chart the issues of accessibility to the Parliamentary Commissioner emphasising the significant relationship with members of Parliament. Ryan and Ward introduce a particularly contemporary theme with an analysis of the arguments surrounding very recent proposals for a so-called 'Prison Ombudsman'. A comparative dimension is introduced with an examination of the Polish Commissioner for Civil Rights Protection in the paper by Elcock. A significant element of the paper is the issue of competence to deal with the legality of administrative action, an enduring controversy in relation to the Parliamentary Commissioner's jurisdiction in this country. The matter is returned to in the paper by the Laws on the Local Government Ombudsman, a paper indicating a range of dynamics that continue to shape the Ombudsman remedy.
The fact that the Ombudsman remedy is still very much a 'live' topic in local government can be seen in the paper by Hodder on the relatively recent Bedfordshire Ombudsman Scheme.
