The end of the Cold War ushered in a new era of super-power co-operation and the principle of collective security seemed to hold out hope that a new world order could be constructed. What has happened since the Gulf War suggests that a new world disorder is a more appropriate description. This report examines the new great power consensus underpinning the UN; how changing perceptions of sovereignty are altering the international context within which the UN operates; the pressure for reform of the UN system; and the major problems with which the UN is confronted.
