Consumers cannot choose where to buy their household electricity or gas. They cannot shop around for the best buy in tap water, and very few make a choice about the telephone network they use. This is a review of these essential home supplies and of the regulators - Ofwat, Ofgas, Offer and Oftel - whose job it is to safeguard consumers' interests, particularly consumer prices. The review is intended for consumer associations, managers of electricity, gas, water and telephone companies and managers of the regulatory organizations.
