Consumers cannot choose where to buy their household electricity or gas. They cannot shop around for the best buy in tap water, and very few make a choice about the telephone network they use. This is a review of these essential home supplies and of the regulators - Ofwat, Ofgas, Offer and Oftel - whose job it is to safeguard consumers' interests, particularly consumer prices.
