Are housing co-operatives as cost-effective as housing associations and local authorities? Do tenants prefer co-operatives to the traditional landlord, and if so, why? This report, produced by the Centre for Housing Research at the University of Glasgow for the Department of the Environment, examines the performance and running costs of housing co-operatives in comparison to more traditionally managed housing schemes.
