Privatization and deregulation have been dominant symbols in economic policyt across Europe in recent years. How far has the reality matched these symbols? Are we living in an era when the market is triumphant at the expense of state control and economic life? this book examines the analytical debates and the experience of a wide range of European countries, both east and west, including contributions from both lawyers and political scientists. Studies of the present state of privatization in the former Communist economies are matched by surveys of the state of deregulation in some of the most important capitalist states of western Europe. The authors emphasize the extent to which economic change is shaped by political strategies and interests, and the extent to which economic change has wide ranging constitutional implications.
