Global trade and investment should provide for greater protection for human rights, the Human Rights Watch World Report says. It argues that the United Nations needs more resources to help and armed conflicts and aid refugee problems. The emerging system of international justice, including the international criminal court, should have more robust support from all countries, including the United States. Among the crises addressed in the report: * Russia has conducted its war in Chechnya with gross disregard for the suffering of the civilian population, Moscow has largely escaped international penalties for its conduct. * Fresh atrocities continue in the nine-year civil war in Sierra Leone, despite the capture of a major rebel leader there. * The military in Colombia has still not severed its links with paramilitaries who are responsible for grave human rights abuses. U.S. President Clinton's waiver of the human rights conditions on "Plan Colombia," the massive U.S. aid package, may exacerbate abuses.
* The government of Indonesia has not reined in militias in West Timor who were responsible for scorched-earth tactics in East Timor in 1999. * Israel responded to Palestinian demonstrations protesting continued military occupation of parts of the West Bank and Gaza with force that was frequently excessive and indiscriminate, leading to many civilian casualities.

The fight against terrorism should be a fight for human rights. Yet the United States has not consistently defended human rights in fighting terrorism, in its actions at home or in the relationships it is forging around the world. That tendency is dangerously counter-productive: it will breed resentment among populations where terrorists recruit their support, and it will alienate anti-terrorism allies. At the same time, many governments around the world continue to cloak human rights abuse in the guise of efforts to combat terror. This year's annual World Report reviews human rights developments in nearly sixty countries across the globe, covering the period from November 2001 through November 2002. Human Rights Watch is dedicated to protecting the human rights of people around the world. We stand with victims and activists to prevent discrimination, to uphold political freedom, to protect people from inhumane conduct in wartime, and to bring offenders to justice. We investigate and expose human rights violations and hold abusers accountable. We challenge governments and those who hold power to end abusive practices and respect international human rights law. The sixteen 16 thematic essays, explore human rights issues facing the world today: From Bali in Indonesia, to Najaf in Iraq, to Mumbai in India, hundreds of civilians have been killed in acts of politically motivated violence. The bombing of the United Nations office in Baghdad, killing more than twenty people, marked a new low in the history of attacks against humanitarian workers. In Israel and the Occupied Territories, scores of civilians have been killed in repeated suicide bombings by Palestinian armed groups. These terrible crimes cry out for justice.
They have flouted the fundamental values of international human rights and humanitarian law, and those responsible should be held accountable and brought to justice before a court of law. But for all the political rhetoric and the enormous human and financial resources invested in the international campaign against terrorism, many counter-terrorist strategies are undermining the rule of law and the fundamental values they seek to defend. Around the world, states have responded to the indiscriminate violence of terrorism with new laws and measures that themselves fail to discriminate between the guilty and the innocent. Numerous countries have passed regressive anti-terrorism laws that expand governmental powers of detention and surveillance in ways that threaten basic rights.
