The District Nursing Service is comprised of some 18,000 nurses, including nursing auxillaries, at an estimated total cost of about #260 million per year. There has been growing concern about whether the existing grade mix in District Nursing appropriately reflects the nature of current and anticipated workload. This report considers the roles of qualified and non qualified nursing staff in the District Nursing Service; to identify major functions and tasks and to make recommendations on the appropriate grade/skill mix required for them; to identify efficient and cost effective management practices and to make recommendations; and to produce an action plan to facilitate the achievement of change by Health Authorities.
