A new constitution is likely to be in place in South Africa within the next two years. This Chatham House Paper focuses on the structure of that constitution and the nature of the economic system underpinning it, together with an analysis of the issues involved in establishing a new security force. It also examines the nature of the transformation required in education, health, housing, and other areas. Throughout, the emphasis is on the incentives and constraints attending the creation of a post-apartheid South Africa.
