The fall of the Soviet Union has forced the United States to question the direction of its foreign policy. As the author argues, America now faces a choice of turning to one of two strategies that have characterized its foreign policy ideology in this century - realism and idealism. Realists want to sustain the principles that saw America successfully through the Cold War - remaining the number-one world power, safeguarding order by keeping American forces in Europe and Asia. Idealists, Callahan among them, argue that democracy has triumphed to such an extent that military force is no longer a primary necessity, and that economic sanctions are now the most powerful weapon available.
