Offering an understanding of the complexities of the rationales and motivations which drive the politics and weapons policies of the countries of the Middle East, despite a worldwide effort to clamp down on missile proliferation, this book seeks to give readers the full range of opinions on the subject. The two Gulf Wars of recent years emphasized the fact that the day of the ballistic missile is far from over. Whereas the very nature of the scale of terror represented by the armouries of the superpowers made war virtually impossible, the inadequecy of the missiles available to many Third World countries and to the states of the Middle East, in particular, has enabled countries such as Iraq, Iran and Syria to unleash missile attacks upon each other or their neighbours, creating more terror than damage but also raising the threat of unconventional attack using weapons of mass destruction. The common knowledge that Israel has for some years had a nuclear capability only adds to the urgency felt by her neighbours to be able either to respond in kind or to achieve a new nuclear stalemate through the fear of mutual annihilation. The end of the Cold War, whilst bringing an end to the immediate threat of a nuclear holocaust, created a new danger - the possible seepage of missile and unconventional weapons technology from the former Soviet Union to the Third World, either through the illegal transfer of hardware or through a form of scientific brain-drain caused by the temptation of unemployed scientists to seek their fortunes in new pastures. There is nothing simple about the danger of unconventional missile warfare in the Middle East. The possession of an effective ballistic missile capability represents extremely important aspects of prestige and "face" in the Arab world. A vital part of the build-up of that prestige lies in secrecy.
