内容説明

This book analyzes the findings of a series of UNESCO/ILO studies on the effects of austerity and public-spending cuts worldwide on education and training. The first section reports on the case studies. Three analytical chapters follow: the first examines policies, their impact and evaluation; the second considers the issues of participation and accountability; and the third looks at how education and training budgets are cut and the areas most sheltered from budget cuts. The book reflects an international and collaborative approach to the problem of human resource development and training.

目次

  • Part 1 Austerity, adjustment and education - context and consequences: crisis and adjustment - understanding national responses
  • the context of economic austerity and structural adjustment. Part 2 Case studies: fiscal crisis and asymmetries in the education system in Brazil
  • educational change and structural adjustment - a case study of Costa Rica
  • human resource development responses to economic constraints - a Hungarian case study
  • budget cuts in education and training in Senegal - an analysis of reactions
  • from planning to marketing - making education and training policy in Tanzania. Part 3 Findings, inferences and implications: the effects of austerity and adjustment on the allocation and use of resources - a comparative analysis of five case studies
  • budget cuts in education and training - policy or politics?
  • responses to crisis - (re)setting the education and training policy agenda
  • international co-operation. Part 4 Abbreviations and references.
