Description
As Professor Blum notes in his Foreword to this new edition, on its first publication in 1948, "Government as Employer "was one of the first major works dealing with the problems of employees in the public sector. A classic in its field, and long out of print, the work is brought back into print with a new Preface by Sterling D. Spero, former professor of public administration at New York University, who has noted the changes in public service since his original work appeared and has described the effects of governmental orders and programs on attitudes of public employees in the 1960s and 1970s."
