Description

Conflicts, such as those in Bosnia, Somalia, Angola and Rwanda, involve not just civil deaths but also widespread hunger and even famine. United Nations agencies and many charitable organizations have tried to intervene in order to reduce the human suffering involved, but, as this investigation reveals, they confront numerous difficulties, contradictions and limitations on what they can achieve. The authors explore how warfare increases hunger. Chapters focus on the reforms required of the UN's machinery if it is to cope more effectively, make reassessments of the role of relief in time of war, and ask how NGOs should respond to the new circumstances thrown up by post-Cold War international interventions.
