This volume focuses attention on states which fall into three groupings: Germany and India, both trying for a larger vote in the system; Sweden and Romania both viewing the UN system as a way of projecting domestic aims onto a global stage; and Chile, Jamaica and Sierra Leone, three countries affected by the shifting currents in the multilateral sphere.
