In this study, the author examines the development of command and control systems for nuclear weapons in NATO Europe and finds then to be flawed. Differences between the US and European priorities have led to ambiguities in the doctrine and the practice of command and control. The author proposes to modify the current arrangements by enhancing Europe's role while simultaneously reducing NATO's nuclear arsenal.
