Persian Gulf oil and the security of Israel continue to be immensely important to the United States. Protecting these interests requires the cooperation of the countries of southern European. Several factors, including the end of the cold war and fears generated by the rise of Islamic fundamentalism, have contributed to the promise of Israeli-Palestinian peace. But as this prospect develops into reality, the US government's willingness to turn a blind eye to the repressive practices of its friends in the Arab world, most importantly, Egypt, will diminish. Europe is half mesmerized by the prospect of the establishment of culturally and perhaps politically hostile regimes on its southern border, but it has been unwilling to pay the price of averting this development. Now it may be too late; accommodation or containment may be the only options. The US, in turn, has tended to ignore developments in northern Africa, despite the danger that this area could be the flash point for a clash of civilizations from which the US and its global interests would not be protected. Against the background of these challenges, Maelstrom discusses the prospects for cooperation in the Mediterranean between the United States and the nations of southern Europe.
