"Note by the Secretary-General of the Conference: The attached paper by Mr. H. Kanamori of the Economic Planning Agency, Government of Japan, is submitted to the Conference in the belief that its contents will be of interest to Governments. It is submitted in connexion with item 12 (a) of the provisional agenda (document E/CONF.46/1) on the subject, 'Measures and action for diversification and expansion of the exports of manufactures and semi-manufactures by developing countries with a view to increasing their share in world trade' (item III.1 of the list of main topics, E/3720, para. 6). The views expressed in the attached paper are not necessarily those of the Secretary-General of the Conference."
