Description

The changes described in this White Paper are the first major developments in adoption law and practice since the late seventies. They reflect the new understanding of the rights and responsibilities of parents, the duties of public authorities, and the rights of children as enshrined in the Children Act 1989. The White Paper preserves and strengthens the functions performed by the courts, local authority social services departments, voluntary adoption agencies and adoption panels, and clarifies the objectives of adoption.
