This book concentrates on the reasons for the demise of council housing as a social housing provider, focusing on the issue of housing management. It highlights the government's critique of local authorities as landlords and the policy developments which have led to the possibility that council housing may disappear altogether in the future. The book brings together all the main developments which are shaping the future of social housing provision and management in Britain: the right to buy and rent, designed to increase owner occupation; analyses of the future social landlords, namely housing co-operatives and associations; initiatives designed to improve council management practices, such as the Priority Estates Project and Estate Action initiative; and lastly, a range of policies enabling the transfer of stock from council housing to other landlord and ownership options such as Voluntary Transfers, Housing Action Trusts, Tenants' Choice and the Right to Manage. Together, these developments will determine the future shape of housing in Britain.
