Mental health problems are a leading cause of illness, distress, disability and mortality, and they make significant demands on the NHS, social services, employers and society generally. In a situation where "need is limitless and resources finite", available resources need to be carefully targeted to ensure that they are used to best effect. This handbook concentrates on providing practical advice to managers on the implementation of change necessary to achieve the targets set out in "The Health of the Nation" White Paper. It is a revision of the first handbook published in 1993, and builds on feedback from that publication, and on policy developments which have taken place over the last 18 months.
