Description

Competition for local authority services under the Local Government Act, 1988, came into effect in August 1989. The value of the first round of competition runs into billions of pounds. This study is the second report on a research project to monitor local authorities' experiences. The first report, "Competition for Local Authority Services - Initial Experiences" (HMSO, 1991) detailed the initial approach being taken. This second report analyzes, in more detail, the impact of competition on 40 authorities. Issues dealt with include developments in the management of competition; management of Direct Service Organisations; the process of contract monitoring; the impact of competition on quality and standards; the financial implications; and the effect on local authority staff.
