In the past few years the world has been radically transformed. The Cold War has ended, central and south eastern Europe have left the Soviet Bloc and the USSR and its Communist Party have collapsed. These developments have created a new era of both opportunities and risks and the international institutions and national policies and attitudes that served so well since their creation in the years immediately following World War II now need to be adapted to meet new security needs. This paper, based on a conference of international opinion formers at Wilton Park, discusses these needs and offers a practical agenda for recasting security policies.
