Description
In the 1850s and 60s, poor relief in London's eastern/riverside districts collapsed. Squeezed by a shrinking fiscal base and increasing demand for relief, poor law unions were engulfed by a tide of pauperism. This work shows that the problem lay in changes taking place in London's economy.
