In his wide-ranging introduction, Arnold illustrates the development of foreign aid as a policy tool beginning with the U.S. Marshall Plan and the subsequent development, with the Colombo Plan of 1950, of a new principle in international relations: that the rich, developed countries had a duty and a self-interest in providing economic assistance for poor, less developed countries.
