In recent years interconnection, and its role in shaping the liberalized competitive environment, has been given increasing attention within the European Union. In a multi-operator, multi-service provider environment different customers will have connections to different networks. Clearly if these networks are not interconnected their customers will not be able to intercommunicate. This publication examines approaches to interconnection and competition, and the regulatory framework for interconnection agreements. It concludes that various issues related to the application of competition rules to interconnection agreements merit further action by the Community institutions in the framework of the liberalization programme.
