A number of establishments have attempted to gain tighter control over, exact greater accountability from, or increase the efficiency of their higher education systems by reorganizing the decision and reporting structures that connect institutions to the government. This process of "restructuring" can involve institutional mergers and acquisitions, consolidation of institutions and systems, or the elimination of governing boards and agencies. This book analyzes methods and objectives of restructuring through the experiences of five different systems. By looking at both the process and the impacts of these five efforts, it seeks to provide insights into correct (as well as the incorrect) way to go about restructuring, and present lessons for institutional leaders who see restructuring as a means of solving governance problems in their own settings.
