Rural America is diverse and its problems have many dimensions, yet policies are piecemeal and resources are constrained. Rural development is becoming ever more strongly identified with community-led regeneration initiatives. This study discusses the contribution of collaborative rural community efforts to the challenge of responding to change in the late 20th-century capitalist economy of the USA. The participation of rural people in their own future and putting into practice their ideas for securing it demands a central position on the policy agenda.
