The aim of the International Heliospheric Study Group is to improve communication among scientists interested in the study of the 3-dimensional heliosphere, and particularly to encourage optimum use of data arriving from the Pioneer and Voyager spacecraft in the distant heliosphere, and from Ulysses exploring the solar polar regions. The most recent meeting of the group was entitled "The Heliosphere during the Declining Solar Cycle" from which 45 papers are presented in full in this volume. Additionally, 16 abstracts are included within the appendix. This book is intended for space scientists, astronomers and astrophysicists.
