Road traffic is expected to double by the year 2025. Everybody agrees that growth of this order is unsustainable, whether in terms of atmospheric pollution or of available road space. Unless the onward march of motor car and lorry can be checked, or atleast slowed, a small, crowded island such as Britain faces an intolerable decline in air quality and the threat of national gridlock.
